Federal Shutdown Impacts

Supplemental Nutrition Assistance Program (SNAP)

Due to the ongoing federal shutdown, Food and Nutrition Service (FNS) has informed all state agencies to temporarily suspend the issuance of SNAP benefits for November 2025 as they are 100% federally funded. As a result, DSS will not be able to distribute November SNAP benefits until further notice from FNS. This temporary suspension does not include any other changes. DSS will continue to accept and process SNAP applications, reported changes, and mid-certifications received on or after November 1, 2025 as normal. Once the shutdown is complete and DSS receives further guidance from FNS, DSS will work quickly to restore SNAP benefits. FNS will be in communication with Missouri and all states as updated information becomes available.

Frequently Asked Questions

Will I receive my SNAP benefits in November?

The federal government is not releasing funds for SNAP benefits yet for November, due to the government shutdown.  Your November SNAP benefits may be delayed or may not be provided at all, depending on what the federal government decides.

Can I still use left-over benefits from previous months in November?

At this time any benefits currently left on your EBT card from previous months can be used. 

Will my cash assistance/TANF EBT card stop working as well?

This will have no effect to TANF households at this time. These benefits will be normal with no lapse. 

Can I still apply for SNAP and other programs during the government shutdown?

Yes, you can apply for any services we provide. The Family Support Division will take your applications and process your applications as normal.

If you are approved for SNAP benefits in November, no benefit can be provided until the Food and Nutrition Service (FNS) allows benefits to be released. 

If I am repaying some of my SNAP benefits back to FSD out of my monthly SNAP allotment, will they take that amount still? 

Yes, the amount that is being recouped from your monthly SNAP allotment will still be taken out once the federal government releases funding for SNAP benefits.
